Carleton Washburne

Carleton Washburne (1889-1968) was the superintendent of schools in Winnetka, Illinois from 1919 to 1943. While superintendent, Washburne created the Winnetka Plan. The plan included:

  • self-paced, self-instructional, self corrective workbooks
  • when pass satisfactorily, students allowed to move on
  • diagnostic placement tests
  • self-administered tests
