Tenth Amendment
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

What does this mean?

Anything that the Constitution doesn’t say that Congress can do should be left up to the states, or to the people.

This amendment makes sure that states has some power to make their own laws and decisions.

Any power that is not specifically given to the national government by the Constitution belongs to the states or to the people.
